Help

This position is located in the Financial Management Directorate (FMD) in the Library Collections and Services Group (LCSG) and reports to the Director, FMD. The incumbent provides high-level technical expertise to accomplish analysis of data, development of methodological approaches, study design, and advanced written, verbal, and visual communications of study/analysis output. 

Analyses generally support the Enterprise Planning and Management (EPM) initiative to help drive improved planning and management business decisions for the Library of Congress (Library) through advanced data science methods including, but not limited to, anomaly detection, regression or association analysis, record linkage, business analytics, data visualization, predictive analytics (including forecasting), and/or statistical analysis. The incumbent also supports other priority initiatives including, but not limited to, payroll forecasting and modeling, including attrition prediction, as well as cost management and other internal controls. 

As part of the data scientist’s responsibilities, the incumbent leads or consults with cross-functional teams, staffed by agency staff and contractors, composed of professionals skilled in policy analysis, financial management, information technology, and project management disciplines, in order to develop data-informed solutions that address Library program and business challenges. The position requires a highly analytical mindset with an aptitude for analysis, math and statistics, critical thinking and problem-solving, as well as strong interpersonal communications skills, ability to conduct outreach to stakeholders, and work collaboratively. The position must also be able to generate results from data-driven analyses to produce recommendations to agency management. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials.

Determines and consults with relevant stakeholders and potential sources to identify the appropriate data, methodological approach, and design. Independently analyzes data, applying and explaining the statistical and mathematical principles used. Is familiar with methods of exploratory data analysis, selecting appropriate models and identifying when data is insufficient to reach conclusions. Conducts observational analyses using software and/or programming languages to explore/group data, test hypotheses, predict outcomes, and inform decisions. Works with large datasets and numerous confounding and incongruent variables. Derives meaning from data (i.e. datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data). Independently synthesizes findings and turns them into actionable insights. Is responsive to a variety of stakeholders and team members with varying technical skills.

Selects qualitative and/or quantitative methodologies appropriate to the subject under examination. Provides recommendations to the Director, FMD on program initiatives and issues under examination. Translates the results of analysis into clear, actionable communications that equip Library decision makers to make informed, data-driven decisions. Translates complex concepts, findings, and limitations into concise, plain language. Presents the results of quantitative analyses to non-technical audiences. Is knowledgeable of chart typologies, mapping stories to appropriate chart types.

In conjunction with stakeholders, coordinates the accomplishment of major functions comprising the program, encompassing difficult and diverse functions or issues that affect critical aspects of the program. Establishes short- and long-range goals, develops detailed plans for implementation, and oversees the implementation of goals. Determines whether adjustments, and/or changes in objectives or emphases are needed in programs components.

Conducts or participates in complex management studies and reviews—particularly those with wide or significant effect upon agency's organizational structure, policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad. 

Provides advice and guidance to team members on project decisions and recommendations, and in support of IT security plans to ensure compliance with Library security requirements specific to data. Provides advice and guidance to other FMD and LCSG management, data analysis team members and contractors on data driven policy changes.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to conduct data science analysis.**

Knowledge of computer science, mathematical, and statistical theories, techniques and methods.**

Ability to prepare and present written technical reports and findings.**

Ability to design, develop and utilize data collection instruments to assess program’s effectiveness to established goals.

Ability to make recommendations based upon findings that support the agency mission.

Ability to work collaboratively with others.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
