About the Position: Announcement will be used to fill a Program Analyst (Liaison Officer), NH-0343-04, position with the JPEO-CBRND Headquarters. Selectee will be assigned to the Assistant JPEO for Strategic Engagements. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is subject to a salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary to a max of $158,860 (GS-14, step 10).

Duties

Help
  • Serve as a CBRND expert and acquisition advisor to senior leaders at US Central Command (CENTCOM).
  • Provide expertise and assistance to Joint Project Managers (JPMs), Joint Project Leads (JPLs), and other senior JPEO-CBRND leaders with their acquisition plans/reviews as they pertain to the CENTCOM stakeholder requirement gaps/needs.
  • Manage and oversee quality control of acquisition-related documentation development and processing.
  • Manage and lead Joint CBRND specified Integrated Process/Product Teams (IPTs) and Operational Working Groups (OWGs) to identify issues and weaknesses.
  • Orchestrate, support, and facilitate JPEO-CBRND and other specified site events and meetings to address issues concerning integrating current and emerging requirements and capabilities.
  • Track concepts and requirements being developed for JPEO-CBRND and associated customers within the CBRND Community by monitoring and supporting studies/activities.
  • Participate in and lead program material development, milestone decision briefings and review boards, providing programmatic and technical expertise to the JPEO-CBRND and associated CENTCOM stakeholders.

  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion.

Specialized Experience: One year of specialized experience is defined as: 1) Provide advice during acquisition plan development and reviews within the organization; 2) Monitor assessments in support of CBRN defense studies, activities, and capabilities within the organization; 3) Liaise between complex organizations to provide connectivity in support of planning and development activities; and 4) Maintain awareness on a wide range of CBRN defense programs, requirements, and capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.

Education

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
