Duties

Help

The Supervisor for the Tenant Projects Branch will be responsible for small to medium House Office Buildings (HOB) projects that are a result of tenant requests. Approves project plans and design development for small size and medium HOB projects.  Interfaces with the Tenant Services and the Facilities Operations Divisions within the House Office Building Superintendent Office to manage projects and programs requiring design, engineering and owner’s representation.  

Major duties:

- Performs administrative supervision for professional and technical staff, serving as the immediate supervisor. Assigns duties and evaluates performance; develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves or refers for resolution employee complaints and grievances pursuant to AOC policies. 

- Applies principles of general engineering and architecture to resolve novel or obscure design and constructability problems and develops new approaches that guide other engineers and construction personnel. Utilizes related professional fields, such as mechanical, civil, structural, electrical and architecture to ensure that areas of overlapping responsibilities among technical disciplines receive proper engineering consideration and ensure that total project objectives are met. 

- Applies the concepts, principles, practices, laws, regulations and core competencies of project management to manage and oversee the delivery of high quality projects on time and within budget.

- Exercises initiative to ensure the integration of contract development and management, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management. 

- Oversees project controls to include planning, scheduling, modeling work flow, managing fiscal rates, cross-resourcing to optimize overall assets and securing alternate means for accomplishing work when assets are limited. Responsible for reporting, analysis and programming.

- Utilizes best practices and methods for performing constructability assessments, change order management, production information management, tools and equipment management, equipment management, cost tracking, cost and progress recording and reporting, FTE controls, pre-construction and project start-up, HOB master drawing changes and warranty program management. 

- Utilizes a high degree of diplomacy in dealing with Members of Congress, staffs and representatives of other Federal agencies, outside contractors, work crews and employees in the Capitol Complex.

- Directs a multi-disciplinary workforce with varying skill levels, managing people, assets and situations in a demanding setting where the operating environment is in a constant state of change.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service. 

Specialized experience is defined as having experience: (1) Providing supervision or leadership and guidance to support the growth and development of staff; (2) Managing projects and resources, including monitoring and inspecting costs, design and contractor performance; (3) Preparing, justifying and/or administering the budget for program areas; administering, and monitoring expenditures to ensure cost-effective support of programs and policies; and (4) Being accountable for the development of programmatic project objectives and for providing the technical and professional leadership required for the effective execution of the project. 

A professional license is highly preferred. 

Education

For Engineers:
This position requires a Bachelor’s Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

OR

A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

For Architects:
This position requires a Bachelor’s Degree from an accredited college or university in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

  1. Related Curriculum: Degree in architectural engineering may be accepted.
  2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Special Instructions for Foreign Education

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
