Duties

Help
  • To serve as a budget analyst for Malcolm Grow Medical Center, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
  • Utilizes budget data systems in performance of duties
  • Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/program into a consolidated budget request.
  • Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations.
  • Provides advice, assistance, and guidance on budgeting and related information.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position may be required to travel on military or commercial aircraft to attend conferences and meetings.
  • This is a Financial Management level 2 Certified position.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Hepatitis B immunization is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Budget Analyst, GS-0560-11:

Specialized Experience: One year of specialized experience which includes overseeing the budget activities; AND performing tasks involving budget execution; AND performing a trend analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You must attach a copy of your transcripts for verification.)

OR

Combination of Education and Experience: The specialized experience described above, but less than 1 year and more than 2 years but less than the required education above such that the total is at least 100%. To compute the total, divide your months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. Add the two percentages. The total must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts).

You will be evaluated on the basis of your level of competency in the following areas:


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
