Duties

Help

This position is located in the Inspections Division (ID), Office of Inspections and Policy (OIP), Assistant Chief of Police for Standards and Training Operations (ACOP-S&TO), in the United States Capitol Police (USCP). The incumbent has delegated authority, for administering the Department's internal policy performance and compliance program. The work involves monitoring specific program areas, conducting risk assessments to create internal auditing guidelines, and analyzing program performance trends and other data for continuous improvement. Conduct inspection and compliance reviews of all the Department programs to examine compliance with laws, rules, regulations, and policies. Evaluate the adequacy of established controls, efficiency of operations, and effectiveness in achieving program results. 

Conducts and oversees the program review and assessment of the Department's policy performance and compliance program where considerable variability exists. Identifies and develops performance measures and consults with senior leadership on inspection and compliance initiatives and best practices. Directs and coordinates the activities of the compliance team by providing instruction, guidance, and advice. Identifies and addresses program compliance issues and provides feedback and recommendations for corrective actions. Briefs the OIP Director, Deputy Director, and ACOP-S&TO concerning the interpretations or applicability of internal inspection and compliance findings, notable concerns, and corrective action recommendations.

Functions as a quality management and process improvement expert for the internal policy performance and compliance program. Collaborates with senior managers to improve programs and processes throughout the Department. Utilizes various statistical process methods and tools to analyze, facilitate, report, and provide recommendations for process improvements, adherence to directives and SOPs, and to establish appropriate controls.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Qualifying experience for this position includes one year of specialized experience at least equivalent to the CP-12 (GS-14) level that is in or directly related to the line of work of the position to be filled. Specialized experience includes: 1) expert knowledge of analytical and evaluative methods; 2) extensive knowledge and understanding of project management principles, tools; and techniques; and 3) ability to determine control strategies and quality improvement opportunities.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
