Duties

Help
  • Functions as an expert troubleshooter and the principal technical advisor to high-level Agency management officials.
  • Performs exceedingly complex work assignments involving a wide assortment of functional areas.
  • Performs in functional areas such as such as DLA Human Resources, DLA Equal Employment Opportunity (EEO) Program, agency or negotiated grievance procedures.
  • Performs in additional functional areas such as the DLA Inspector General (e.g. fraud, waste, and abuse), and the DLA General Counsel (e.g. ethics), among others.
  • Provides an independent, informal, neutral, and confidential forum to hear and assist in addressing concerns of employees, patrons, internal business organizations, contractors, licensees, and business partners.
  • Advocates for systematic organizational change when appropriate.
  • Plans, conducts, and completes studies and projects in multiple program areas, providing authoritative staff-level advice and service throughout the Agency.
  • Applies an integrated approach to the monitoring, analyzing, and assessing of the full range of complex, diverse Agency HRM program issues.
  • Conducts analyses through a review of reports, studies, and evaluations.
  • Generalizes or draws inferences from analyses conducted to determine the degree to which DLA is achieving its basic program goals and objectives.
  • Coordinates and interfaces with other HQ staff offices as needed.
  • Develops, interprets, and analyzes data extracts and reports from automated HR databases and/or develops the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.
  • Interprets laws, regulations, Office of Personnel Management (OPM) and Department of Defense (DOD) policies, and standards.
  • Disseminates implementing instructions throughout DLA to ensure compliance, consistent application and incorporation of the Director's vision and goals, and fair treatment of employees.
  • Composes and presents high-level briefings and formal presentations of findings, conclusions, and recommendations.
  • Prepares comprehensive reports, responses to inquiries, justifications, and background papers on the technical aspect of areas of expertise and assignment.
  • Represents the Directorates and the Agency on working groups, steering groups, or other meetings and conferences.
  • Chairs such groups or meetings when the circumstances are appropriate.

Qualifications

To qualify for a Program Analyst (Ombudsman), GS-0343-14 your resume and supporting documentation must support:

  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Experience providing management consultive service involving a variety of issues within a decentralized environment to perform a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex Agency wide or equivalent issues (e.g.,Agency compliance with legal and regulatory requirements).
  • Experience preparing recommendations to significantly change or modify one or more major programs, evaluate the content of new regulations for impact on agency programs, and/or translate emergent doctrine into program goals and objectives.
  • Experience collaborating with and/or lead management in employing change process concepts and techniques by assessing organization readiness for change, marketing organizational awareness, and leading change initiatives
  • Experience planning, organizing, and directing efforts to persuade management officials to accept and implement recommendations, where the proposals involve substantial agency resources or require extensive changes in established procedures and methods.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
