Duties

Help

Architectural Leadership: Responsible to the Commander in the role of Command Architect with a focus on establishing robust connectivity and data architectures for decision advantage across the Command. Leverages mission-oriented analysis, strategic narrative synchronization, and collaboration to operationally share data, prioritize modernization, and secure funding. Works directly with Architects in other MAJCOMS to align designs temporarily and geographically. Directs the efforts of multiple General Officers and their staffs within the command.

Advisory and Reporting: Functions as the Technical Advisor for Operational Connectivity, representing Air Mobility Command at strategic meetings and conferences. Prepares staff studies, documents, and oral presentations, leading steering committees to address critical issues related to operational architectures, data, and operational decision making.

Strategic Investments: Collaborates with AF and OSD to identify technical needs for rapid global mobility assets, personnel, and missions. Engages with government and industry experts in satellite communications, datalinks, sensor federation, and data sharing. Provide Command focus on partnering with like-minded DOD organizations to pool resources, leverage existing technology, and accelerate the closure of operational gaps. Drives AMC, multiple PEOs, DAF, and USTC to invest over $500M annually in line with the command architecture.

Warfighter Support: Advises command on technology that can mitigate current operational risk, while closing mid-term connectivity gaps for peer competition. Collaborates with MAJCOMS, product centers, industry, and government entities to transition connectivity capabilities, ensuring enhanced warfighter capabilities and safeguard the DoDs critical transportation network. Responsible for aligning eleven AMC Staff GOs/SESs in support of technology and connectivity to close operational gaps.

External Collaborations: Recommends and pursues collaborations, providing technical guidance for successful partnerships. Represents the Commander and the command in interactions with Joint organizations, combatant commands, sister services, Air Staff, peer MAJCOMs, and various military contractors and private industry project managers, especially the JADC2 and ABMS communities.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

HQEs contribute in a variety of occupational fields, such as soft and hard sciences, engineering, technology, human resources, business, transformation, education, medicine, languages, and logistics.

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments.

HQEs serve at the pleasure of the Appointing Official and may be terminated at any time. When practicable, they should be given no less than 3-days' advance notice.Additional requirements include: executive-level experience in IT/ET architecture concepts and program management to include emerging technologies not currently in use within the DoD; a high level of personal initiative, creative problem solving skills, and innovative thought; and the ability to present and defend independent positions at the highest levels of government

Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
