Duties

Help
  • Serve as the Garrison Contract Management Support Officer (CMSO) and Contracting Program Manager Team Lead in the Public Works Directorate.
  • Responsible to assist management in developing and identifying near and long range plans to meet service contract requirements.
  • Ensures staff principals and other key managers are appropriately and actively engaged in Acquisition Planning and Management Program (APMP) review and reporting process.
  • As senior installation expert and advisor, develops plans and procedures and establishes precedents for operation of the APMP review and reporting process.
  • Provides leadership at all levels total visibility of service contract requirements, contract manpower equivalents (CMEs), equipment, and funding for the installation service contracts.
  • Prepares reports, program documents, and briefings in accordance with DoD regulations and Congressional statutes to meet the requirements of the DoD Installation Management Command Program.
  • APMP is a management review program structured to provide IMCOM leadership at all levels total visibility of service contract requirements, Contract Manpower Equivalents (CMEs), equipment, and funding for the installation service contracts
  • Analyze and evaluate functions and activities being considered for alternate methods of accomplishment, such as: Utility Privatization (UP), Inter-Governmental Support Agreements (IGSA), in-sourcing, etc.
  • Gather, analyze, and act on a variety of information pertaining to program operation; specifically cost, schedule and performance data.
  • Performance Work Statements (PWS), Request for Service Contract Approvals (RSCA), Acquisition Strategies/Plans, Source Selection Plans (SSP), Independent Government Cost Estimates (IGCE).
  • Coordinate includes but is not limited to preparing General Fund Enterprise Business System (GFEBS) purchase requests and preparing and reviewing proposed contract modifications.
  • Monitor contractor performance to assure milestones are met.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes developing and identifying near and long range plans to meet service contract requirements; utilizing Acquisition Planning and Management Program (AMC) core services, programs, and requirements sufficient to plan program objectives and operations, conduct on-site reviews, and evaluate program effectiveness; and applying a comprehensive range of qualitative and quantitative techniques sufficient to analyze, evaluate, and improve the efficiency of operations, organizations, and management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
