Duties

Help

As an IT Project Manager, you will:

  • Ensure that the organization's strategic plan, mission, vision, are communicated to the team and integrated into the project teams' objectives, work plans, work products and services
  • Determine appropriate products or services with customers to define project scope, requirements, and deliverables; develops, modifies, or provides input to project plans; implements project plans to meet objectives
  • Work to integrate information systems subsystems; develop information systems testing strategies, plans, and/or scenarios; identify standards and/or requirements for infrastructure configuration or change management; participate in change control; develop and/or implement information systems security plans and procedures; and ensure appropriate product-related training and documentation are developed and made available to customers.
  • Develop project plans, set priorities and deadlines for completion of work, and distribute tasks among team members based on priorities and deadlines. The incumbent will leverage resources across various phases of projects, taking into consideration problems or shifts in priorities while coordinating a wide variety of technical resources in various organizations, and coordinating and ensuring the effective interaction of the stakeholders who will influence the outcome.
  • Lead and mentor peers and individual project team members in developing, improving, and or reengineering processes; implementing performance-based management; and engineering best practices for system and project activities.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

  • Serving as a Technical Authority and Managing IT related projects; AND
  • Managing and supporting operation and development projects that support the overall IT mission of the organization; AND
  • Performing acquisition and contractual efforts supporting the solicitation of major and minor IT projects; AND
  • Managing tasks and assignments of contractors supporting the completion of deliverables within contracts including validating completion of duties and deliverables being processed though invoicing actions from contractors.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
