Duties

Help
  • You will perform Weight Handling Equipment WHE surveillance throughout the Northeast Program Region.
  • You will approve the entry of contractor operated cranes into all regional Commander Navy Region Mid-Atlantic (CNRMA) Installations.
  • You will review WHE documentation, complex and routine lift plans, carne and rigging certifications, operator and rigger qualifications for compliance with regulations.
  • You will identify crane package deficiencies and operational issues prior to WHE entering CNRMA property.
  • You will consult with NAVFAC MIDLANT crane engineering, the Regional WHE Surveillance Supervisor, and Contracting officers when issues occur concerning WHE or rigging procedures.

  • This position may require travel from normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Occasional site visits are required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying modern weight handling theories, principles, methods, and procedures applicable to the operation and maintenance of a comprehensive range of weight handling equipment (WHE) and associated rigging gear; 2) Handling major issues, program goals and objectives, work processes, and administrative operations of a weight handling program; 3) Applying understanding of manufacturer's crane load capacity charts, load indicators, and complex lift plans as defined in the NAVFAC P-307; 4) Utilizing modern computer hardware and software to communicate and produce memos, letters, and reports related to WHE matters; 5) Reading and composing complex technical reports, interpreting and evaluating blueprints, work orders, and other technical documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.

Or

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

Or

Successful completion of an LL.M. degree that is related to the position being filled.

Or

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

Physical Demands:The work requires various degrees of physical exertion, including considerable walking, bending, kneeling, crawling, lifting, positioning of equipment, standing for extended periods, climbing on equipment or on ladders, and carrying of equipment not to exceed 40 pounds. Climbing and working from significant heights to inspect all components of lifting equipment is required.

Work Environment:Majority of work is performed in various unconditioned industrial settings, including maintenance shops, warehouses and other Navy owned facilities. Incumbent must inspect various components of Cat II & III cranes in hazardous or uncomfortable areas.
