  • The incumbent of this position functions as an Area Engineer whose responsibility includes the following:
  • Serve as a second-level supervisor managing approximately 20-40 personnel with responsibility for the technical and administrative supervision of the Area Office (AO).
  • Lead the overall performance of the office by direct supervision and through management of subordinate supervisors and staff.
  • May also be assigned duties of Deputy Chief of Construction.
  • Set the vision for the Area Office providing leadership to ensure a coordinated and efficient operation of all subordinate field offices to maximize quality, schedule and cost efficiency during project delivery.
  • Execute the full range of human resource, performance management, and fiscal responsibilities within established timelines and in accordance with applicable regulations.
  • Resolve difficult policy, engineering, environmental and construction issues on all current and future construction projects assigned to the Area Office.
  • Serve as Administrative Contracting Officer (ACO) with direct responsibility for construction management of assigned projects.
  • Provide direction to field staff engaged in specialized electrical, mechanical, environmental or civil quality assurance (QA) assignments and responsible for implementing the AO quality assurance program.
  • Direct and guide the staff in the resolution of more complex contractor claims by working with the Project Delivery Teams (PDT) to determine technical merit and the acceptability of compromise and settlement.
  • Review, monitor and evaluate actions of all subordinate field staff assigned to the Area Office.

  • The incumbent must be willing to obtain and maintain a valid state issued driver's license within 30 days of employment
  • Contracting career field (Level II) certification within 6 months of employment is required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Incumbent must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • The incumbent must have the ability to obtain a warrant as an Administrative Contracting Officer (ACO) within 6 months of appointment to this position.
  • The Incumbent may require if assigned to a Hazardous, Toxic and Radioactive Waste (HTRW) project location: A. Completion of a 40-hour HTRW training. B. Annual an 8-hour HTRW refresher. C. Enrollment in a HTRW medical surveillance program.
  • This position requires the incumbent to use Personal Protective Equipment (PPE) if there are potential hazards or if the incumbent is required to enter an exclusion zone.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education Requirements: All applicants must meet one of the following education requirements:

Basic Requirement for the Architect 0808 Series:

A.
Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Basic Requirement for the Civil Engineering 0810 Series and the Mechanical Engineering 0830 Series:

In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Requirements:

GS-14:One year of specialized experience includes meeting at least FOUR OF THE FOLLOWING: 1) Provide leadership to a team of multi-disciplined professionals both directly and through subordinate supervisors; 2) perform supervisory duty to include exercising full range of personnel management responsibilities; 3) resolve complex engineering, environmental and construction issues at the project site to facilitate timely and cost effective project delivery; 4) develop long range staffing plans based upon income projections in accordance with established higher level guidance to meet quality, schedule and cost objectives; 5) provide advice and assistance on construction project modifications, claims, negotiations, cost estimate development, payments, schedule evaluation and closeout actives; and 6) apply applicable regulations, laws, policies, and guidance on complex and controversial construction projects.

Selective Placement Factor:

This position requires one of the following: (a) current state issued Professional Engineering Registration (P.E.) or (b) current state issued Registration as a Professional Architect. You must include a copy of your current (not just the initial Registration) Engineering, or Architect license with your application package. If you fail to provide a copy of your current state issued Engineering, or Architect registration your application packet will be found incomplete.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
