This Program Manager position is located Direct Reports (DR), Chief of Staff (COS), Strategy, Policy Coordination and Innovation (SPI), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Serves as Branch Chief for the Strategy Branch/Division managing the development, maintenance, and integration of enterprise performance metrics to monitor organizational health, identify strategic needs, and ensure enterprise performance metrics are integrated into the strategic planning process.
  • Leads TSA's overall cybersecurity strategic planning efforts and ensures strategic efforts are implemented according to approved plans.
  • Leads S&P in interdepartmental and interagency planning efforts including the Quadrennial Homeland Security Review, Department of Homeland and Security (DHS) Strategic Review, National Strategy for Transportation Security, and National Strategy for Aviation Security.
  • Assists the Executive Director of SP&I, and the TSA Administrator in leading agency wide strategic planning initiatives designed to enhance TSA's ability to accomplish its mission, goals, and objectives.
  • Represents TSA in agency and government-wide meetings, working groups, conferences, policy committees, and other partners, such as senior executives/officials from foreign governments and industry stakeholders on cybersecurity-related initiatives, policies, and responsibilities.
  • Exercises full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff includes, but not limited to, assigns work, sets priorities, and reviews and evaluates work and performance. This includes planning and facilitating meetings and training coordination.
Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

  5. This is a supervisory position and is subject to the supervisory probationary period, unless the selected incumbent has already completed it.

Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08), Executive Branch Personnel Confidential Financial Disclosure Report, upon entering the position and annually, in accordance with TSA Management Directive (MD) 1100.73-5, Employee Responsibilities and Code of Conduct.
  7. Drug test is required.
  8. 25% or less travel may be required.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:

  • Developing cybersecurity plans to ensure efforts address information security requirements; and
  • Developing organizational policy, programs, or guidelines to govern cybersecurity activities for implementation; and
  • Communicating with external/internal customers or staff on cybersecurity operations; and
  • Providing a range of supervisory responsibilities in directing work of subordinate staff.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
