Summary

The position serves as the Director of Engineering in the Virginia Division of the Federal Highway Administration and is responsible for instituting and implementing a complex program to attain the Division goals and objectives, carrying out stewardship and oversight activities. The Director supervises a technical staff of professionals to assure the implementation of the Virginia Divisions goals and objectives for the programs and functions of the unit.

The Supervisory Program Manager (Director of Engineering):

  • Supervises a team of specialists in the areas of major projects, structure and bridge, local public agencies, design, construction, pavement and materials, ITS and operations, and safety. Fulfills supervisory responsibilities such as performance appraisals and leave approvals for personnel assigned to the work group. Serves as a mentor, coach, and advocate for the work group members, communicating the vision and direction for the Division. Establishes solid relationships with work group members, clearly communicating expectations and maintaining close working relationships. Develops and supports work teams and guides team and individual work accomplishments.
  • Serves as a principal advisor to the Division Administrator and Deputy Division Administrator and provides direction, on a statewide basis, for the management, implementation, program direction, and coordination in the areas of major projects, structure and bridge, local public agencies, design, construction, pavement and materials, ITS and operations, and safety.
  • Participates with the Leadership Team in developing and implementing the diverse and complex Federal-aid highway program through a strategic plan and annual work plan including establishment of Division Office goals, objectives, priorities, and timetables, and through the evaluation of program activities, problems, and accomplishments. Where state and Federal policies differ, plays a key role in focusing on and resolving issues of substantial state and Federal implications. Leads change across Division office teams and encourages the stronger use of performance measures in the development and implementation of a Unit Plan that is both strategic and measurable.
  • Directly supervise a diverse team of engineers and program managers. Communicates organizational strategies, goals, objectives and priorities to internal and external audiences. Build cohesive coalitions and partnerships with State and local officials.
  • Provides information and guidance in the interpretation, application, and implementation of Federal laws, regulations, and policies relating to the highway program on a day-to-day basis to officials of the State Department of Transportation, cities, counties, other agencies, and private citizens.

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience performing program management principles and practices relating to Federal-aid surface transportation programs; AND
  • Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process.

You cannot qualify based on education; you must have experience at this grade level.
