Duties

Help
  • You will perform managerial accounting duties, coordinate audits, and conduct comprehensive budget reviews and analysis using various accounting and financial systems.
  • You will collaborate with program office financial personnel on budget year estimates and active year allocations, ensuring funds are efficiently and effectively managed.
  • You will prepare and issue time-phased schedules and plans to manage the acquisition process, creating reports to support program decisions, monitor progress, and assess program accomplishments.
  • You will conduct studies, analyze financial data to improve processes and reporting, and review MCSC policies, providing comments and recommendations on financial management instructions and guidance.
  • You will monitor, review, and analyze the execution of approved budgets, evaluate reports on budget and program activities, and determine the amount and timing for issuing funding documents to meet established goals.
  • You will track active year funding for allocation, obligation, and expenditure, extract data from various systems to inform financial recommendations, and prepare and deliver briefings and instructions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level FMAB23 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing the Planning, Programming, Budgeting, and Execution (PPBE) process while managing appropriations for Research, Development, Test & Evaluation (RDT&E), Procurement, and Operations and Maintenance. Utilizing the Financial Management Regulation (FAR), demonstrating experience with the Defense Acquisition Management System (DAMS).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
