Duties

Help
  • Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
  • Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
  • Develop and provide briefings to managers to foster understanding and acceptance of findings and recommendations.
  • Analyze complex cases involving interpretation of human resource regulations and laws to recommend an appropriate course of action.
  • Advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Providing integrated federal civilian human resources advisory services to managers/supervisors on recruitment and placement principles, polices, laws, regulations, and practices; 2) Analyzing federal civilian human resources data to develop solutions to reduce time to hire and address organizational recruitment challenges; 3) Leading federal civilian human resources projects or initiatives; AND 4) Providing technical advice and quality control review to federal civilian human resources team members.

This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.

  • This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
