Summary

This position is in the FHWA Office of Public Affairs (HPA). The Communications Specialist will report to the Program Manager (Division Chief) in the HPA, Office of Public Communications. You will be responsible for administering and maintaining a public information program for the FHWA, with primary responsibility of collecting, assembling, preparing, and disseminating content for various programs of the FHWA using social media and web 2.0 strategies and applications.

Help

As a Communication Specialist, you will:

  • Coordinate and moderate the development and implementation of FHWA's social media strategies and applications.
  • Convey and enforce the U.S. Department of Transportation (US DOT), FHWA and third-party social media/web 2.0 governance policies.
  • Monitor all external comments and posts received through FHWA social media outlets and enforce FHWA social media policy as directed.
  • Develop and/or edit written documents, reports, fact sheets, video scripts, and articles for publishing externally.
  • Research and develop customer-focused content to promote FHWA activities to social media/web 2.0 audiences.

The ideal candidate for this position is a mid-career professional with experience collecting, assembling, preparing, and disseminating content using social media and web 2.0 strategies and applications

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume or you may be deemed ineligible. 

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience developing web-based content for internet and/or intranet sites, and using web-based technologies, including social media and Web 2.0 applications.
  • Experience developing and writing informational materials, including brochures, fact sheets, education and outreach materials on agency policies, programs, services, and activities.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Communications and Media - Knowledge of the production, communication, and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
