Duties

Help

The successful candidate will perform the full range of Physical Security Specialist duties.

Such duties include but are not limited to:

1.  Planning and preparing for the scope of an assigned inspection to obtain sufficient information through direct observation and verification of licensee activities.
2.  Verifying and assessing the ability of licensees’ physical security systems and security organization to meet the general performance objective of Title 10 Code of Federal Regulations (10 CFR) 73.55(b).
3.  Performing an initial review of inspection procedures, inspection activities, and functional areas applicable to the inspection procedure to be used to become aware of inspection objectives, requirements, and guidance.
4.  Participating in or recommends improvement to and application of inspection techniques and standards.  Coordinating with headquarters program office staff to obtain technical guidance, consult on technical problems, and to maintain technical proficiency.
5.  Informing the Team Leader and Branch Chief on security-related regulatory issues involving inspection activities in the power reactor and fuel cycle security programs and procedures, including the need to revise regulator requirements based on a changing threat environment.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge of physical protection systems, processes, techniques, equipment, handheld weapons, explosive devices, small unit tactics, and procedures at an NRC-licensed facility or similar facility.

2.  Demonstrated ability to perform field and program assessments of plant security systems/processes to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat at an NRC-licensed facility or similar facility.

3.  Demonstrated ability to evaluate facility physical security plans, contingency response plans, security force training plans; fitness-for-duty programs and processes; and access authorization programs at an NRC-licensed facility or similar facility.

4.  Demonstrated ability to communicate effectively both orally and in writing. This includes demonstrated ability to establish effective working relationships with supervisors, government and industry officials, utility employees and managers, government committees, co-workers, media personnel, NRC officials and senior managers, as well as the ability to write technical reports containing findings, analyses, and conclusions.

SPECIALIZED EXPERIENCE is defined as: experience that demonstrates a thorough knowledge of the theories, principles and practices in physical security systems, processes, equipment and procedures at nuclear power plants with particular emphasis in the areas of vulnerability assessment and knowledge of response force capabilities; detection and assessment hardware; defensive strategies; and, response tactics.

The duty location of this position is Rockville, MD.

In general, employees are expected to be in the office at a minimum of 4 days per pay period.**
