The incumbent of this position serves as a Human Resources Specialist reporting to the Human Resources Director. The organizational title is HR Specialist (Staffing/Classification).
The HR Specialist (Staffing/Classification) provides support to the HR Director in the areas of recruitment and staffing programs for the two separate, yet parallel employment/pay systems (Civil Service – federally appropriated; and Trust – privately funded). Interprets and recommends updates to staffing policy and processes and analyzes associated pay and compensation issues. Also, provides the full spectrum of management consulting and advisory services on HR and management issues, which may be highly sensitive.
Duties include:
Serves as the agency’s subject matter expert and principal advisor on staffing/classification policy; responsible for the analysis, interpretation, and modification of existing HR procedures and guidelines for recruitment, staffing and classification.
Performs all phases of recruitment and placement such as: Develop recruitment strategies, conduct job analysis, create JOAs, verify applicant eligibility, issue official certificates of eligibles, audit certs, etc.
Reviews and updates policies affecting core staffing areas of human resources management.
Supports the organization in developing operational procedures, guidelines, or job aids to streamline staffing functions and to build or maintain effective human resources activities and requirements.
Ensures changes to existing HR rules, regulations, and guidelines are implemented.
Provides policy and technical guidance on implementing and administering the operational portion of the programs.
Utilizes and adheres to the Delegated Examining Unit (DEU) and Merit Staffing processes, ensuring compliance with regulatory and procedural requirements.
Prepares and ensures positions throughout the Center are properly classified.
Performs classifications, reclassifications and desk audits of positions.
Oversees internal control reviews of HR programs.
Prepares guidance for compliance with internal control requirements.
Coordinates Office of Personnel Management (OPM), Inspector General (IG), and other reviews of HR programs to ensure regulatory and procedural compliance.

Qualifications
Specialized Experience:
GS-12: You must have at least one full-time year (12-months) of specialized work experience at, or equivalent to, the GS-11 grade level in the Federal service that provided experience applying a wide range of HR regulations, policies, and procedures sufficient to provide management advisory and technical services in staffing, recruitment, placement; writing job analysis, assessment questions, and vacancy announcements for recruitment actions; reviewing employment applications for minimum qualification requirements; and preparing referral certificates.
GS-13: You must have at least one full-time year (12-months) of specialized work experience at, or equivalent to, the GS-12 grade level in the Federal service performing the full range of staffing, recruitment, placement; revising new or revised HR policy to determine impact to an organization; preparing HR guidance; performing studies on complex HR topics that cross functional lines; or participating in audit evaluations of staffing activities.
Certification: An active Delegated Examining certificate from OPM is desirable.
