Help

The primary purpose of the position is to provide technical, procedural and evaluative assistance in the area of employee benefits for both Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system.

Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Develops and carries out specific projects to accomplish the technical support mission of the Human Resources Office. Advises supervisors and employees on regulatory requirements of the programs and develops instructions. Reviews and interprets policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies for applicability to activities serviced. Takes appropriate action to comply with such directives and guidance or refers the matters to the proper functional staff for action. Coordinates publication of local policies and regulations.

Composes letters or summaries relating to a variety of employee benefit matters. Recommend changes to operating policies and procedures.

Develops, modifies, and conducts presentation of basic and/or refresher training in employee benefit procedures such as workers' compensation, retirement, TSP, etc.

May serve in the absence of the higher graded specialist.

  • This is an INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 INDEFINITE excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. Military Grades: Enlisted E3 to E7

Compatible Military Assignments: MOS Immaterial

GENERAL EXPERIENCE: Must have experience in Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work; and communicate effectively orally and in writing. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides the working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Must encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Special Consideration: Well qualified applicant will have experience in HR (employee benefits) work and experience with excel, personnel systems and Admin/Clerical work.

Army National Guard Units

THIS IS A NATIONAL GUARD TITLE 32 INDEFININTE EXCEPTED SERVICE POSITION.

Current technicians selected will retain the appointment status they are currently in, (i.e., Permanent or Indefinite), and will be placed on a temporary promotion or other appropriate personnel action if selected. Individuals from Area II or Area III will be appointed to Indefinite status. Not to convert to permanent unless incumbent denies USERRA rights or is allocated to a different position.

Areas of Consideration: 1,2,3

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

Area 2 - AGRs, Temporary Military Technicians, traditional/M-Day Soldiers and Airmen currently serving in the NHNG.

Area 3 - Individual eligible for immediate military membership in the New Hampshire National Guard (Army or Air, depending on compatibility) as a military member in the Military grade/rank listed in this announcement?
