The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a PHYSICAL SCIENTIST (SENIOR MATERIAL PROGRAM MANAGER INTERDISCIPLINARY), you will:

  • Serve as project manager for development and evaluation of material acquisitions, including acquisition strategy, market research, statement of work, technical evaluation criteria; and conducting technical evaluations of proposals.
  • Participate in contract negotiations
  • Establish project plans, timelines, communications and risk management plans; provides overall project leadership
  • Review and approve supplier reports, deliverables and invoices.
  • Coordinate material inspection, sampling, and testing of to ensure compliance with the technical specifications, including evaluation and analysis related to the performance and effectiveness of the raw material in interaction with other materials, equipment and systems in the BEP production and operational environment, taking into account equipment, systems, components, and the fabrication, design or use of the material.
  • Maintain open lines of communication with material scientists, production, quality, and operational personnel to ensure material performance meets operational and product quality requirements.
  • Conduct surveillance of supplier manufacturing operations through regular and ad hoc supplier site visits to monitor performance, adherence to quality and technical requirements, and supplier manufacturing and quality control activities.
  • Establish appropriate metrics and conducts regular formal reviews of supplier performance with affected stakeholders

Qualifications

Specialized Experience for the GS-13:
Specialized experience is one year of experience at the GS-12 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

- Leading project-based assignments including developing project plans, timelines, communications and risk management plans; AND
- Monitoring and documenting compliance with program requirements for process, procedure, or product; AND
- Reviewing technical reports prepared by others and providing feedback; AND
- Presenting technical findings to senior leadership and/or external stakeholders.

Specialized Experience for the GS-12:
Specialized experience is one year of experience at the GS-11 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes:

-Completing project-based assignments including following project plans, timelines, communications and risk management plans; AND
- Analyzing data and preparing technical reports; AND
- Presenting technical findings to others.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Individual Occupational Requirements for the Physical Scientist:

Basic Requirements:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Individual Occupational Requirements for the Chemist:

Basic Requirements:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

OTHER INFORMATION:

  • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for workdays during the shutdown period.
