Major Duties and Responsibilities (MDR)

Lead a team in collaborating with ODNI and NCTC stakeholders to build strong domestic counterterrorism partnerships with private sector organizations, academic institutions, non-state entities and others, overseeing the coordination and support for engagements hosted in the U.S. and virtually; also oversee recruiting and data analyses for NCTC and DGP.

Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with these partners and provide a framework for managing the relationships between partners.

Manage the planning and coordination for engagements with Intelligence Community and U.S. government agencies, their designated representatives, and other ODNI elements; maintain positive relationships with IC partners, NCTC leadership, and other stakeholders in planning and managing engagements with international counterparts and senior leaders.

Oversee the development of briefings to interagency groups, external partners, and senior leadership; manage the process for prep books and incorporate best practices into guidance for engaging with partners.

Maintain awareness and provide substantive responses in communication with internal and external partners on engagements; manage the development and delivery of briefings for interagency groups, external partners; and oversee the preparation book process for executive leadership.

Engage in and facilitate intelligence integration and effective coordination between NCTC, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and standard operating procedures.

Lead, manage, and direct staff to include setting performance and unit goals, evaluating performance, recognizing employees and providing feedback and guidance regarding personal and professional development opportunities.

Support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Required Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.

Superior leadership and managerial skills including strong interpersonal skills to be able to build consensus, and independently exert influence on stakeholders.

Superior critical thinking and communication skills, including the ability to think strategically and proactively identify needs, develop innovative recommendations, and communicate effectively with audiences at all levels.

Superior ability to evaluate reports and data analyses and draw relevant inferences to make decisions, and provide recommendations to stakeholders.

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development.

Knowledge, experience, and interest in working with partners in the following fields: recruiting and workforce planning, private sector organizations, academic institutions, state and non-state entities, with emphasis on successful, data driven program management.

Must have at least five years' experience contributing to, leading, or managing successful programs and initiatives within a government organization.

Education

Bachelor's Degree.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
