This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Works under the supervision of the Program Executive Office, Command Control Communications - Tactical (PEO C3T) Technical Management Division supervisory engineer. Responsible for providing direction, coordination, and control of System of Systems (SoS) integration and testing.

Duties

Help
  • Develop methods to accomplish and lead the Army's integration and testing of Army Network Modernization, C2FIX, and Integrated Tactical Network.
  • Lead senior level review of all test documentation for staffing and signature to the Director, Operational Test and Evaluation level to include, as a minimum, Test and Evaluation Master Plans (TEMPs) / Test and Evaluation Strategies (TES).
  • Assist the PdM and other stakeholders with obtaining test resources, data collection and analysis, development of Test Operating Procedures (TOPs), and Command Post (CP) Computer Environment (CE) SoS methodology development and validation.
  • Represent the organization and its subordinate elements at meetings and conferences, providing and defending the PdM position. Leads and/or participates in meetings (to include but not limited to Test Integration Working Groups).
  • Provide expertise and guidance relative to system testing and integration.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty.
  • One year trial/probationary period may be required.
  • Must be able to obtain and maintain a Secret clearance.
  • This position requires temporary duty (TDY) travel up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year or specialized experience which includes: 1) Managing developmental and operational Test and Evaluation (T&E) events within the organization as well as with other Integrated Planning Teams; 2) Developing and coordinating Test and Evaluation documents such as: test plans, test reports, test strategies, and/or T&E Master Plans; 3) Preparing briefings to upper management on test strategies, results or test risk; and 4) Planning and leading safety and integration testing of mounted systems.

This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
