Duties

Help

As a Space Management Specialist, you will serve in the areas of space planning, and layout and design of NRC facilities. Responsible for defining user requirements using a Computer Aided Design (CAD) system to design layouts; analyzes workflow, adjacency requirements, and space utilization. The incumbent will ensure adherence to building standards and codes; prepare cost estimates; determine timeframes; and develop specifications for work requests.  Regular duties include but are not limited to:

  • Planning, developing, and implementing policies and procedures for management and control of building space and facilities. Reviewing occupant use of space, analyzes their needs, and plans alterations and space reorganizations to accommodate changing requirements.
  • Recommending solutions to problems related to space assignment and use, determines the adequacy of NRC building services, furnishings, and fixtures, and recommends/performs space improvement projects.
  • Participating in surveys, studies, and inspections to analyze occupant use of space, ensures maximum use of space, resolves problems related to space assignment and use, and determines need for space improvement.
  • Using computer software to maintain and update assignment plans as changing needs, space modifications, and relocations dictate.
  • Preparing cost benefit analysis and life cycle projections of housing costs and alternative actions as required by NRC management.
  • Assisting in the inspections of facilities and grounds to ensure safe and orderly conditions, evaluates their adherence to local and Federal building codes. Monitors performance of construction contractors and prepares progress, inspection and status reports.
  • Initiating corrective action to resolve facility deficiencies.
  • Assisting in the review of safety and fire protection operating procedures, in the implementation of plans to provide safe working conditions and fire protection, and in the implementation of energy management and conservation plans to achieve compliance with Federal statutes and regulations.
  • As appropriate, maintaining liaison with representatives of the building ownership, subcontractors, Commercial Facilities Management (CFM) contractor and General Services Administration (GSA) representatives responsible for building and workstation alterations, repairs, space modifications and improvements, energy conservation, and safety and protection programs.
  • Using SharePoint to track and plan major moves related to space planning.

Qualifications

In order to qualify for the GG-13 position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:

1. Deep knowledge of the techniques of space and office planning and applications and the ability to plan, schedule and accomplish moderate to large-size projects within policy and administrative constraints.

2.  Skill in planning, organizing, coordinating, and establishing control points for space management involving frequently changing requirements.

3.  Uses computer software to maintain and update assignment plans as changing needs, space modifications, and relocations dictate.

4.  Demonstrated ability to administer complex projects, reconcile divergent points of view regarding space assignments, and to use tact and judgment to negotiate space and workstation changes, to resolve conflicts over space and services, and to maintain a cooperative and productive relationship with a wide variety of NRC, GSA, CFM, owners, subcontractors and service representatives.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
