Summary

This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART). The SMART Office assists with implementation of the Sex Offender Registration and Notification Act and provides assistance to criminal justice professionals across the entire spectrum of sex offender management activities needed to ensure public safety.

Duties

Help

  • Oversee and administer grants and cooperative agreements with significant impact on mission and operations.
  • Deliver expert technical advice, coordinate staff efforts, and offer consultation services.
  • Review and analyze grant applications and evaluate potential outcomes of program objectives, policy conformance, fiscal feasibility, and resources required.
  • Collaborate with awardees to ensure timely submission of all required reports and deliverables according to the terms and conditions.
  • Conduct technical on-site monitoring of awardee performance to ensure compliance with financial, legal, and technical terms of the award.
  • Prepare and contribute to reports and presentations on program planning and evaluation activities.
  • Identify the need for written policies and procedures, participate in their development, and review and recommend for approval upon completion.
  • Advise staff on strategies to support Sex Offender Registration and Notification Act (SORNA) jurisdictions in integrating sexual violence prevention and sex offender management activities into registration programs.
  • Represent the organization and maintain strong relationships with national, state, and local program experts, administrators, high-level officials, policymakers, and planners.
  • Establish and maintain effective liaison with program directors and their representatives to address key concerns.
  • Provide expert guidance on conference cost reports, including the creation, review, and editing of all necessary documentation.

Qualifications

Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include:

  1. Managing the end-to-end grants and/or agreement administration process, to include solicitation, award, post award, and close out.
  2. Planning and managing complex grant and/or cooperative agreement programs that encompass difficult and diverse functions or issues that affect critical aspects of organization programs and that require an assessment of impact on long-range strategic plans.
  3. Formulating and defining grant program objectives, and establishing critical milestones, such as collecting and interpreting research, data and evaluation results to develop, implement and evaluate complex programs/activities to better meet defined objectives.
  4. Managing grants related to developing and strengthening sex offender registration and notification efforts, as well as its sex offender management and sexual violence prevention efforts.

  • This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four (4) days per bi-weekly pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee's presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit - parking or the Department of Justice (DOJ) transit subsidy.
