As an ENVIRONMENTAL PROTECTION SPECIALIST - TITLE 5, GS-0028-11, you will serve as the Environmental Program Manager for the ARNG which includes implementation and monitoring of various environmental programs as outlined in ARNG regulations, directives and policy guidance. Maintain applicable federal, state and local environmental standards, regulations and laws. Interpret and implement policy and directives. Identify and resolve environmental problems and manage all programs properly to ensure environmental compliance. Provide environmental compliance guidance for the operation and maintenance of ARNG facilities. Coordinate ARNG level facility environmental plans, programs and projects. Serve as the Point of Contact (POC) to regulatory agencies, civilian authorities, local, federal and state regulators. Develop regulations, directives, and management plans required for an environmental program. Develop and manage base environmental training programs. Develop and maintain an ARNG Hazardous Waste Management program. Manage the environmental permitting process. Coordinate the ARNG Environmental Program State Operating Budget. Review all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Review designs for environmental compliance and initiate projects to correct environmental deficiencies. Perform other duties as assigned. CONDITIONS OF EMPLOYMENT:

Qualifications

SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.

EXPERIENCE REQUIREMENTS:
