The successful candidate will perform the full range of Security Specialist duties.
Such duties include but are not limited to:
1. Serving as a lead technical staff on securing nuclear reactor and other programs or programmatic issues impacting the NRC security and safeguards programs for protecting health, safety and the environment. Identifies policy, programmatic, and regulatory issues associated with NRC licensed facility security.
2. Advising NRC management of policy issues relating to licensing and inspections, including performance assessment, vulnerability assessment, security system technologies, and analysis of licensees' physical protection system and security programs. Identifies and resolves programmatic issues involving licensing, including the review of requirements made in licensees' physical security plans.
3. Performing sometimes complex reviews and evaluations of effectiveness of physical protection system and security programs for operating and advanced reactors and the protection of activities involving special nuclear material, with emphasis on improving the knowledge of informing security for licensed activities.
4. Performing licensing reviews, include design certification, combined license, license amendment or topical report reviews, and coordinates as needed for licensing actions, and lead technical meetings with the applicant, licensee, or vendor through the program offices to resolve licensing matter related to physical security requirements and safety/security interfaces. Provides subject matter expert testimony at public hearings to describe and support technical analyses, evaluations, and positions developed in licensing cases. In some instances, such testimony relates to new, original, and controversial technical and licensing matters, or new reactor reviews.
5. Advising the NRC management on regulatory issues involving power reactor security programs and procedures, including the need to revise regulatory requirements based on a changing threat environment.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
1. Demonstrated knowledge of a physical protection system, security programs, security systems, equipment, procedures and of security related rules, regulations and procedures. Broad knowledge of NRC and/or international goals, regulations and regulatory guides, policies, and processes.
2. Demonstrated ability to make independent analyses and evaluate the technical soundness and merit of the issues stemming from licensee requests or NRC program actions.
3. Demonstrated ability to present technical information both orally and in writing.
4. Demonstrated ability to develop and implement successful approaches to problem solving and conflict resolution.
SPECIALIZED EXPERIENCE is defined as: experience in the development and review of policy and procedures, resolving policy and technical issues, and oversight relating to security requirements of operating commercial power reactors, decommissioning facilities, spent fuel storage facilities, and/or advanced reactors.
