Help
  • Manage Civil Works appropriations across multiple business lines and accounts.
  • Organize and facilitate budget reviews to monitor project progress and identify and resolve issues related to project execution.
  • Develop budgets for Civil Works project management plans via the use of fact sheets, justification sheets, work plans and any other information in support of budget development, defense and execution.
  • Monitor program and project execution for Civil Works appropriations and preparing related briefings for senior leaders.
  • Monitor project activities and resources to mitigate risk and make improvements, solves problems, or takes corrective action when problems arise.
  • Interpret budget development policies and guidance related to Civil Works appropriations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Manage Civil Works appropriations across multiple business lines and accounts; 2) manage the development and defense of budgets for Civil Works appropriations, and the execution of programs and projects, via project management plans, fact sheets, justification sheets, work plans and any other required information; 3) ensure timely and high-quality products and services are provided and funds are committed, obligated and expended in accordance with applicable laws, policies and regulations; 4) assist with developing and maintaining appropriation and execution reports for Civil Work projects that interface with corporate and internal databases; 5) and interpret budget policies and guidance related to Civil Works projects, assess changes and provide detailed instructions to professional staff to ensure consistent application across subordinate organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

Position may be filled as a Term Appointment NTE13 Months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
