Duties

Help
  • Serves as the technical expert in a combination of lands, mineral leasing, and/or mining law, adjudication functions and requirements.
  • Routinely provides advice and guidance to other examiners, management and/or Solicitors on general legal principles, precedent decisions, and the proper application and use of varied, different, arcane, and infrequently used public land laws.
  • Adjudicates the most difficult, unusual, complex, controversial, unprecedented cases that are received or referred for final examining and decision.
  • Processes and makes determinations on cases that set precedent and have significant economic impact, competing government interests, and/or affect several different geographic areas including the national level.
  • Defends circumstances leading to legal case status/decision, inquiries about IBLA cases, congressional and other inquiries.
  • Utilizes data systems and applications to collect, enter, manipulate, update, and maintain data according to prescribed Bureau and program standards.

Qualifications

This position is considered a career ladder opportunity, with a full performance level of GS-11. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Promotion is not guaranteed, and no promise of promotion is implied.

At the GS-09 Level: One (1) year specialized experience equivalent to the GS-07 as a Land Law Examiner in the Federal service. Specialized experience is further defined as adjudication or examination of applications & claims, and interpreting land records; work as a land appraiser; general practice of law including legal transactions involving acquisition, lease, or disposal of land; OR 2 full years (36 semester hours) of graduate level education leading to a master`s degree or equivalent or LL.B or J.D., if related, in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning; OR an equivalent combination of experience and education as described above.

At the GS-11 Level: One (1) year of specialized experience equivalent to the GS-09 as a Land Law Examiner in the federal service. Specialized experience is further defined as processing applications, claims or requests for information on land records or the disposal of land; making determinations and judgments on complex and controversial issues OR 3 full years of graduate level education leading to a PH.D. Degree or equivalent in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning; OR an equivalent combination of experience and education as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position falls under the Classification & Qualifications General Schedule Qualification Standards Land Law Examining Series, 0965 Individual Occupational Requirements (IOR).

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

All selections and tentative offers of selection are contingent upon submission and verification of 'official' transcripts.

Additional information

Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
