Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.

The Senior Loan Officer position is located in the Office of the Senior Vice President of Board Authorized Finance (OBAF) of the Export-Import Bank of the United States (EXIM Bank).

The primary responsibility of the position is to support the most complex international portfolio of financial transactions under the guidance of the Supervisor.

Duties include, but are not limited to:

  • Performs as an expert in one or more of the division's subject matter areas such as project and/or corporate finance credit analytics, sectoral focus, complex restructuring and workout expertise, capital markets analysis, or other areas as may be determined.
  • Serves as a Relationship Manager for borrowers, lenders, and exporters for the most complex portfolios of transactions.
  • Performs broad and comprehensive research and analysis on the most complex portfolios and develops advanced level financial modeling (scenarios, probabilities, asset stress testing etc.) using financial information provided by borrowers, sponsors, lenders, guarantors, and public sources.
  • Negotiates, independently, financing terms with borrowers or other creditors for new authorizations, or in the event of post-authorization, changes to a transaction or restructuring of operative credits for existing authorizations. Negotiates with participants and coordinates with others for guarantees, risk sharing arrangements, other credit enhancements, or restructurings, as necessary. Prepares and presents key issues and recommendations in a memorandum and advocates the recommendation to the appropriate approval body. Represents the division by presenting before the Board of Directors.
  • Represents EXIM Bank as an expert in a designated subject matter area at interagency meetings on government issues and policy; speaks at public conferences on EXIM programs and experience in the market, demonstrating expertise in one or more designated subject matter areas. Conference audiences may include domestic and foreign commercial participants, multilateral institutions, foreign governments, other export credit agencies, and exporter/bank industry groups.

Qualifications

Specialized Experience:
GS-14
: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience as an expert in one or more of the division's subject matter areas such as credit analytics, sectoral focus, complex restructuring and workout expertise, capital markets analysis, or other areas as may be determined.
  • Experience serving as a relationship manager for borrowers, lenders, and exporters for transactions that are highly complex in their structure, e.g. restructuring and workout expertise, capital markets analysis, credit analytics, and demonstrated ability to identify problems, determine causes, impact and design resolutions and/or transactions of multi-million dollars.
  • Experience performing broad and comprehensive research and analysis on portfolios that includes transactions that are highly complex in their structure, e.g. experience with corporate finance structures such as asset-based, limited recourse project finance, export finance and restructuring problem loans, and developing advanced level financial modeling.
  • Experience negotiating, independently, financing terms with borrowers or other creditors for new authorizations, or in the event of post-authorization, changes to a transaction or restructuring of operative credits for existing authorizations.
Education cannot be substituted for experience at the GS-14 grade level.
