As a Human Resources Specialist (Employee & Labor Relations), you will:
Provide customers with interpretations of employee relations procedures, practices, policies, and guidelines in which the issues involved are new, controversial, precedent-setting, and/or involve more than one area of HR policy.
Provide employee relations advice and guidance to management and employees and serve as a technical resource on performance and conduct-based actions and related employee relations program policies and practices.
Advise management on employee discipline, adverse actions, performance, complaints/grievances, appeals, denials of within-grade increases, attendance and leave issues, employee conduct, employee benefits and retirement, as well as general concerns about employee-supervisor relations.
Represent management in unfair labor practice (ULP) and representation hearings.
Provide staff advisory services; assess potential impact and precedent-setting implications of pending disputes before third-party authorities resolve unfair labor practice charges and complaints; participate in the arbitration of grievances and in the resolution of negotiability issues; and determine the conformance of labor agreements with applicable laws.
Serves as a management team member to provide strategic labor relations advisory services on organization-wide strategic plans and complex organizational issues.
Serve as an authoritative local interpreter of labor relations law, regulation, Executive orders, and decisions of labor relations formal bodies and serves as a point of contact on labor-management matters of overall concern to established bargaining units at the local level.
Conduct extensive research into cases to preclude or counter arguments during bargaining and negotiations; negotiate settlement agreements; and/or provide labor relations consultative service on reorganizations, realignments, relocations, reductions in force, transfers of function and outsourcing to educate management on potential impact of these decisions on bargaining unit employees.

Qualifications
In order to qualify for an Human Resources Specialist (Employee & Labor Relations), GS-0201 position at the GS-11 level, you must have:
A. Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. if related; OR
B. One (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing interpretations and guidance to employees and managers on employee relations/labor relations issues such as performance, conduct, disciplinary or corrective actions; researching, analyzing and interpreting regulations and case law for employee and labor relations and applying them to current cases; drafting and reviewing disciplinary/adverse action notices; assisting in developing and conducting employee relations and/or labor relations training programs; OR
C. A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for an Human Resources (Employee & Labor Relations), GS-0201 position at the GS-12 level, you must have:

In order to qualify for an Human Resources (Employee & Labor Relations), GS-0201 at the GS-13 level, you must have:
One (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as a technical expert on employee and labor relations program policies, regulations and practices; reviewing and developing ER and LR policies, procedures and guidelines for organizational use; researching case law to assure an organization's actions are legally defensible; advising negotiating committee members on the interpretation and applicability of arbitration decisions and precedent decisions to local situations.
