Duties

The Civil Rights Analyst (External Disability):

  • Under the direction of the Associate Director, Equity and Access Division, serves as a subject matter expert to the Office of the Secretary and other DOT Operating Administrations (OAs) on Sections 501, 504, and 508 of the Rehabilitation Act (Rehab. Act) and Title II of the Americans with Disabilities Act (ADA).
  • Leads investigations, and policy and program development, data analysis and evaluation, and research under the ADA and the Rehab. Act. Provides technical assistance and policy guidance to DOT’s Operating Administrations (OAs) on issues related to transportation accessibility and civil rights.
  • Develops, implements, and evaluates policies, guidance, regulations, and programs to ensure compliance with civil rights laws by recipients and sub-recipients receiving Federal funds.
  • Conducts research on equal opportunity and accessibility issues. Prepares and presents to DOT managers and program officials trainings, briefings, presentations, guidance, and reports based on social science, academic and legal research related to disability services required to support recipients and sub-recipients receiving Federal funds.
  • Collaborates with other DOT civil rights program staff to develop statistical evidence in investigations and analyzes transportation programs receiving Federal financial assistance under Title VI and the Rehab. Act to determine the effect of policies, practices, and procedures on persons with disabilities. Serves as liaison between the Department and community organizations promoting equal opportunity for individuals with disabilities.

The DOCR is seeking a highly motivated, self-reliant, collaborative, innovative, passionate, and people-oriented candidate.  The ideal candidate must have a demonstrated interest in equity and inclusion, knowledge of civil rights laws and policies advancing equity and access for persons with disabilities, experience working on issues arising under the ADA and Rehabilitation Act, project management experience, and the ability to represent and advocate for the program.  Excellent organizational, written and oral communication skills are essential to success in this position.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience examining and interpreting civil rights and disability policy issues raised by recipients of services funded through Federal programs.
  • Experience conducting research or analysis to identify problem(s) and issue(s) and utilizing qualitative and quantitative methods and techniques to prepare reports, policy papers, or briefings.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience conducting and overseeing complaint investigations related to the Rehab. Act and the ADA.
  • Experience preparing and presenting well-written civil rights and disability (i.e., Sections 501, 504, and 508 of the Rehab. Act and/or the ADA) policy/legislation/regulation/guidance and memoranda and correspondence requiring minimal editing.
  • Experience coordinating civil rights and disability (i.e., Sections 501, 504, and 508 of the Rehab. Act and/or the ADA) policy/legislation/regulation/guidance with Federal program officials and with recipients and sub-recipients receiving Federal funds.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Competence (Disability Civil Rights) - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  2. Civil Rights Legal, Government, and Jurisprudence – Knowledge of Civil Rights laws and regulations, , case law, Executive orders, agency rules, and Government organization and functions.
  3. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
