Duties

  • You will serve as a Supervisory Attorney-Advisor in and Deputy Division Director of OJAG Administrative Law Division, directly supporting the Director and acting on behalf of the Director in his or her absence.
  • You will be directly responsible for the overall planning, supervision, management, training, mentoring, and quality of work of the Division and the assigned civilian, active duty, and Reserve personnel.
  • You will be responsible for ensuring that all projects, tasking, recurring reports, and primary and collateral duties are completed in a timely and thorough manner.
  • You will ensure ethical and accurate performance of Division personnel in handling matters such as the review of policies, opinions, and correspondence pertaining to legally and factually complex topics and of draft statutes, and regulations.
  • You will work in areas that include military personnel law; ethics and standards of conduct; FOIA and Privacy Act issues; disability law; Federal Register Program; military rights and benefits; and military affairs and command authorities.
  • You will provide review, guidance, and direction to ensure the highest quality and most professional correspondence, opinions, and other written products produced by the Division's attorneys and staff.
  • You will author or review draft opinions, action memorandums, and similar correspondence intended for Navy, Department of the Navy (DON), and Department of Defense (DoD) leadership, and other Services and agencies within the Federal Government.
  • You will represent OJAG at established and ad hoc meetings, working groups, and committees, crossing Service lines, DoD, and other non-DoD agencies.
  • You will serve as a highly experienced, senior legal consultant advising the Judge Advocate General of the Navy (JAG), Deputy JAG, Secretary of the Navy staff, and Office of the Chief of Naval Operations staff with regard to administrative law.
  • You will serve as a highly experienced, senior legal consultant advising Navy Commands and officials of other DoD entities with regard to administrative law.
  • You will supervise active duty military attorneys, civilian attorneys and civilian support staff, encompassing all aspects of management.
  • You will work closely with attorney and non-attorney policy and legal advisors to the Secretary of the Navy, the Chief of Naval Operations, and the Chief of Naval Personnel, including judge advocates, DON civilians, and the Office of General Counsel.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must possess a Juris Doctorate (JD) degree from an American Bar Association accredited law school.
  • You must be a member in good standing of the bar of the highest court of a State or a Territory within the United States or the District of Columbia.
  • You may be required to successfully complete a probationary/trial period.
  • You may be required to perform occasional travel.

Qualifications

Your application must show that you meet the following:

1) You possess a Juris Doctorate (JD) degree from an American Bar Association accredited law school and are a member in good standing of the bar of the highest court of a State or a Territory within the United States or the District of Columbia.

2) You have demonstrated exceptional proficiency in advising senior leaders on practice areas, such as personnel law, military personnel law, ethics, standards of conduct, professional responsibility, fiscal law, legislation and regulation reviews, disability law, administration of the Federal Register, Freedom of Information Act and Privacy Act, claims for redress, military affairs, and/or homeland security.

3) You have demonstrated experience exercising supervisory authorities and responsibilities.

4) You have experience overseeing fiscal responsibilities.

5) You must submit a writing sample of three pages or less. The writing sample may be an excerpt of a longer document but shall not exceed three pages in actual length, and should illustrate your ability to draft legal memorandums or advocate legal principles.

6) You must submit a Certificate of Good Standing issued within the past 3 months showing the applicant is a member in good standing of the Bar of the highest court of a State of the United States or a Territory of the United States or sufficient proof that the same has been requested with the appropriate licensing authority.

Upon selection the following documents will be requested:
An official transcript of your law school record together with an official statement of your relative standing in your class. However, if you have been a member of the Bar for 5 years or more, the transcript requirement may be waived.

An official statement that your fitness to practice law or your conduct as an attorney have never been challenged. If either your fitness or conduct has been challenged, an official statement concerning the facts and circumstances together with any explanation that you may wish to submit.

You will serve as a Supervisory Attorney-Advisor at the Office of the Judge Advocate General (OJAG), Naval Civil Law Support Activity, Administrative Law Division (Code 13). The Administrative Law Division is responsible for providing advice and support to the Judge Advocate General of the Navy and other senior military and civilian leaders within the DON. Areas of practice include military personnel law; government ethics and standards of conduct; professional responsibility; fiscal law; legislation and regulations review; disability law, administration of the Federal Register Program; Freedom of Information Act and Privacy Act; military rights and benefits, including claims for redress; and military affairs and command authorities. The duty location is the Pentagon, Arlington, VA.
