The Departmental Office of Civil Rights (DOCR) is seeking a highly-motivated and experienced professional for a Civil Rights Analyst (Internal Disability) position. In your role as the Departmental Disability Program Manager, you will focus on internal civil rights enforcement strategies and initiatives, including research, data analysis, investigations, policy development, program implementation, and oversight of DOT’s Rehabilitation Act and internal disability employment program.

The Civil Rights Analyst (Internal Disability):

  • Serves as DOT’s Disability Program Manager (DPM) under the direction of the Associate Director, Equity and Access Division. Develops and manages DPM workplans, tracks progress and reports outcomes. Reviews DPM guidelines, policies, procedures, and training materials.  Provides technical assistance and policy guidance to DOT Operating Administration (OA) DPMs and Special Emphasis Program Managers in carrying out their program responsibilities, and to management officials in executing their overall Equal Employment Opportunity (EEO) responsibilities.
  • Develops, implements, and evaluates policies, guidance, regulations, and programs to ensure inclusion of individuals with disabilities in DOT's workforce and in DOT conducted programs. Supports efforts to ensure inclusion of individuals with disabilities in actions by recipients and sub-recipients receiving Federal funds, as needed.
  • Serves as a subject matter expert to the Office of the Secretary and other DOT OAs on Sections 501 and 508 of the Rehabilitation Act, as well as Section 504 of the Rehabilitation Act and Title II of the Americans with Disabilities Act (ADA). 
  • Conducts research on equal opportunity and accessibility issues. Prepares and presents to DOT managers and employees trainings, briefings, presentations, guidance, and reports based on social science, academic and legal research related to disability employment and access.

The DOCR is seeking a highly-motivated, self-reliant, collaborative, innovative, passionate and people-oriented candidate.  The ideal candidate must have a demonstrated interest in equity and inclusion, knowledge of civil rights laws and policies advancing equity and access for persons with disabilities, experience working on issues arising under the ADA and Rehabilitation Act, project management experience, and the ability to represent and advocate for the program.  Excellent organizational and written and oral communication skills are essential to success in this position.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience conducting research into disability employment policies and promising practices and developing recommendations for policies and procedures related to disability employment.
  • Experience conducting barrier analysis studies using employment or other related data to identify barriers to equal employment opportunity for people with disabilities.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience planning and interpreting a wide range of civil rights and disability policy issues, and research data.
  • Experience conducting analytical studies and social science research that define the problem(s), identify issue(s), and utilize qualitative and quantitative methods and techniques to assess and interpret data.
  • Experience preparing and presenting well-written civil rights and disability (i.e., Sections 501, 504, and 508 of the Rehabilitation Act and/or the Americans with Disabilities Act) policy/legislation/regulation/guidance and memoranda and correspondence requiring minimal editing as a regular and recurring part of your employment with minimal supervision.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Competence (Disability Civil Rights) – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  2. Civil Rights Legal, Government, and Jurisprudence – Knowledge of Civil Rights laws, legal codes, case law, legal practices and documents, Government regulations, Executive orders, agency rules, and Government organization and functions.
  3. Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  4. Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
