The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a PERSONNEL SECURITY SPECIALIST, you will:

  • Initiate background investigations for NARA employees nationwide, based on DCSA and OPM requirements and internal NARA guidelines and adjudicates investigation reports to determine the individual's suitability for employment and eligibility for a security clearance.
  • Conduct and prepare reports of personal interviews for the purpose of allowing the individual under consideration an opportunity to offer an explanation or clarification regarding unfavorable information developed during background investigation.
  • Monitor the Quality Assessment Reporting Tool (QART) developed by the ODNI and inputs assessments of background investigations received from Investigative Service Providers (ISP) to measure and report quality metrics.
  • Perform advanced name checks on applicants for NARA employment by telephone or through OPM's computerized Personnel Investigation Processing System (PIPS).
  • Review monthly Clearance Verification System (CVS) reports to ensure synchronization of security clearance data with DCSA, and to ensure none of the security clearance records were rejected.
  • Communicate with officials at DCSA, OPM and security offices at other agencies to monitor on-going investigations, pass security clearances and exchange or obtain other information of mutual interest.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:

  • Experience working as a Personnel Security Specialist, performing advanced name checks on applicants for employment by telephone or through OPM's computerized Personnel Investigation Processing System (PIPS); AND
  • Experience reviewing monthly Clearance Verification System (CVS) reports, enrolling clearance holders in the Continuous Evaluation System (CES) and/or performing regular checks of the system to evaluate CES-generated alerts; AND
  • Making recommendations to the Personnel Security Officer to grant or deny granting security clearances based on his/her judgement of the investigative information.
SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
  • Reviewing and adjudicating background investigations; AND
  • Gather, organize and evaluate information and use various computer systems/ databases to log, store, process and retrieve; AND
  • Evaluate data related to personnel security vetting processes.
OR

EDUCATION:
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree orLL.M., if related.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
