  • Conducts empirical research into economic issues to identify shortcomings of current data collections and publications and/or provide new information to stakeholders and the public.
  • Leads and/or collaborates with research and production teams to produce new statistical products from administrative, economic, demographic, and/or decennial data.
  • Creates a wide range of materials for Census Bureau senior management and/or a broad variety of stakeholders , including talking points, briefing and background materials, correspondence, memorandum, and presentations

Qualifications

BASIC QUALIFICATIONS
Minimum Education Requirement:

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    or

  2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.


AND

MINIMUM QUALIFICATIONS
Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Conducting and publishing independent, original research in the field of economics (e.g., labor economics, health economics, industrial organization, economics of entrepreneurship and/or innovation) using survey, census, and/or administrative records microdata; Leading or guiding others in conducting complex and innovative empirical research using survey, census, and/or administrative records data; monitoring projects and developing project plans and schedules in accordance with project resources and priorities; negotiating with stakeholders; Making key decisions and providing technical advice, instruction, and training with minimal guidance; Preparing comprehensive and precise reports and presentations addressing complex technical concepts to a broad variety of stakeholders; Leading and developing projects, practices, and procedures with the goal of improving a program; and Experience developing federal statistical products.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.

Additional information

If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
