This position serves as the Technical Director and senior civilian for a U.S. Coast Guard Civil Engineering Unit in the Shore Infrastructure Logistics Center (SILC)

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

• Working closely with the Commanding Officer (CO), Executive Officer (XO), and District Planning Officers to develop a prioritized program of maintenance and repair and environmental projects that address the customer’s highest priorities first and that is aligned with available funding.
• Managing the design and construction portions of the civil engineering program in conformance with program objectives and Coast Guard policy.
• Managing the design portion of the civil engineering program in conformance with program objectives and CG policy.
• Directing subordinates and participates on a multi-disciplinary team performing Facility Condition Assessments and project inspections at CG facilities that involve identifications of all life/safety deficiencies and condition assessment of critical architectural, civil, structural, mechanical and electrical components.
• Function as first line supervisor for up to three GS-13 Supervisory Section Chiefs and two or more military personnel typically in the O-2 - O-4 grade. Provides second level supervision for approximately 20 - 30 full time civilian and military personnel encompassing GS-09 though GS-12 and CWO through O-3 billets.

Qualifications

Basic Requirements:

1. Degree:  Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
3. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
4. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
5. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) 

Additional Requirements for the GS-14: Applicants must possess at least one year of specialized experience equivalent to the GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:

• Managing large scale projects and resources, including monitoring and inspecting costs, design and contractor performance;
• Analyzing and evaluating the engineering aspects of complex, technologically advanced programs;
• Preparing, justifying and/or administering the budget for program areas and administering, monitoring expenditures to ensure cost-effective support of programs and policies;
• Providing supervision or directing professional, technical, and administrative staff; and Identifying original and/or innovative solutions to technical or programmatic problems by applying knowledge of a wide range of engineering principles, practices and techniques. 
• Establish methods and procedures to substantially reduce project costs.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Knowledge of the concepts and principles of general engineering (specifically in relation to facility construction, project management, and public/government construction contracting) to resolve novel or obscure problems; extend and modify techniques; develop new approaches that guide other engineers who solve a variety of technical problems; and/or apply new, innovative, or experimental general engineering theories, developments, or practices to problems or studies not susceptible to treatment by acceptable methods.
2. Knowledge of professional engineering and/or architectural concepts, principles and practices applicable to the full range of architectural/engineering duties, including the understanding of planning, design and layout for construction of facilities and components for use in CG facilities.
3. Skill sufficient to design large and complex architectural or engineering structures, buildings, or facilities.
4. Knowledge of applicable building codes, federal government regulations and policies, and best engineering practices with regard to energy-efficient design and construction of facilities, as well as environmental compliance.
5. Knowledge of earthquake engineering principals for units in earthquake zones.
