Duties

Help
  • Plans, leads/supervises, coordinates and implements resource management planning activities in the field.
  • Ensures that RMP/EIS documentation meets prescribed quality standards.
  • Follows the Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations, Secretarial Orders, and Departmental and Bureau guidelines.
  • Assures adequate technical input of sufficient quality and quantity is provided by staff specialists.
  • Plans, organizes, reviews and/or leads/supervises the preparation of planning documents including the pre-planning analysis, management situation analysis, RMPs, EIS preparation plan and draft and final EISs.
  • Responsible for the review, completion and quality of documents. This involves guidance to the interdisciplinary team of specialists and establishing completion schedules, including typing, proofreading, editing, public reviews and comment periods.
  • Serves as technical liaison between District and Field Offices and other entities, such as the State Office, other BLM offices, Washington Office, Regional Solicitor's Office, other Federal, State and local government agencies.

Qualifications

To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-9. Examples of specialized experience may include: Leading a team of interdisciplinary resource specialists while overseeing and tracking multiple projects; Reviewing documents and provide training and feedback to team members on compliance with Federal Land Policy and Management Act (FLPMA) and the National Environmental Policy Act (NEPA); Working with other agencies to accomplish organizational objectives.

OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study

OR an equivalent combination of the type and level of experience and education described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Ability to review complex documents and provide training and feedback to team members on compliance with Federal Land Policy and Management Act (FLPMA), the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) regulations and Departmental and Bureau guidelines.
