Duties

Help
  • Develop, organize and summarize details such as planned and actual data for project start dates, end dates, milestone dates, resource requirements, and work breakdown structures.
  • Participate in the establishment of metrics for determining productivity, quality, and status reporting.
  • Work with division managers to discuss progress toward or identify problems in meeting established project objectives.
  • Apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Evaluate and research the feasibility, implications, application, cost and benefits of recommendations regarding NFC’s operations, processing procedures, and/or automated systems.
  • Coordinates requirements gathering processes including the employment of various qualitative and quantitative techniques to elicit requirements from customers.
  • Prepare comprehensive reports of analytical findings and recommends solutions to substantiated problems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience: GS - 11: At least one year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Program Analyst. Experience in managing projects and coordinating tasks with project team members to accomplish project objectives. Experience making recommendations to stakeholders on improvement of application changes, and knowledge of payroll/personnel automated systems. Experience assisting in developing and conducting training to implement newly designed or redesigned systems or procedures.

NOTE: This experience must be demonstrated on your resume/supporting documents.

Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. GS-11: One year at the GS-09 is required to be eligible for the GS-09

Education

Qualifying Based on Education:

GS-11- A Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M, if related.

Combination of Education and Experience may be substituted for experience in the following:
You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above the first 36 hours of graduate education is creditable towards meeting the requirement at the GS-11 grade level.)

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
