Duties

Help
  • Provide engineering support to Contracting officer's Representatives on the most complex issues such as major modifications, exercising contract options and evaluation of technical submittals.
  • Coordinate with program managers, technical experts, users and others to determine the extent of services to be provided.
  • Attend pre-award conference and provides guidance and interpretation to contractors concerning applicable codes, the scope of work and Public Works policies and procedures.
  • Develop scope of work and requirements to be included in service contracts.
  • Independently plan, schedules and carries out the projects, selecting the approaches and methods to be used in solving the problems.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-10 Grade Level
Specialized Experience: One year of specialized experience which includes 1) Assisting technical specialist with quality assurance surveillance plans. 2) Collaborating with program managers to determine the extent of services to be provided. 3) Assisting with construction such as maintenance and repair of equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Master's or equivalent graduate degree or 2.5 full years of progressively higher-level graduate education leading to such a degree with a major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 18 semester hours in any combination of courses such as engineering, or industrial technology. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of
experience by 12. Then divide your semester hours of graduate education beyond two years (total graduate semester hours minus 36) by 9. Add the two percentages.


To qualify at the GS-11 Grade Level
Specialized Experience: One year of specialized experience which includes 1) Providing engineering support to contracting office representatives on complex issues such as major modifications, exercising contracts options and evaluation of technical submittals. 2) Coordinating with program managers, for the basic contents such as specifications, quality assurance surveillance plans, studies, and cost estimates 3) Planning schedules to carry out projects by selecting the approaches to be used in solving problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

OR

Education: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 18 semester hours in any combination of courses such as engineering, or industrial technology. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of
experience by 12. Then divide your semester hours of graduate education beyond two years (total graduate semester hours minus 36) by 18. Add the two percentages.
