Note: This is a TEMPORARY appointment not to exceed 120 days. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Duties include but are not limited to:

  • Promotes an awareness of privacy principles consistent with the mission, vision and values of the organization and those required by federal law.
  • Ensures the completion and submission of Privacy Impact Assessments (PIA).
  • Advises management and staff on Title 38 United States Code (U.S.C.) Sections 5701, 5702, 5705 and 7332, Privacy Act (PA) and, where appropriate, HIPAA requirements, policies, and procedures and ensure that Member Services managers and staff understand and fulfill their responsibilities.
  • Delivers initial privacy orientation and training to all new employees, volunteers and other third parties.
  • Processes complaints and investigates allegations of illegal or improper activities related to the handling or disclosure of privacy protected information.
  • Develops and implements accurate, thorough, and up-to-date records management policies/procedures to facilitate effective and efficient record-keeping programs.
  • Plans, schedules and conducts periodic records management assessments on policies, procedures and work practices to determine the effectiveness of the program.
  • Conducts off site surveys as required and/or as an official member of the Member Services Inspection Team to evaluate the efficiency, effectiveness, economy, and compliance of the records management program in accordance with governing rules and regulations.

Work Schedule: Monday-Friday, 7:00am - 3:30pm
Remote: Must reside within 50 miles of a VA Medical Center (does not include Outpatient Clinics (CBOC), Vet Clinics, etc.) in the continental U.S. or a Member Services location in the following cities: Atlanta, Georgia; Topeka, Kansas; Fort Riley, KS; Canandaigua, New York; Waco, Texas.

Qualifications

NOTE: HT38 and T38 employees cannot be temporary promoted into T5 positions. This action cannot occur because the VA Interchange Agreement requires conversion to Career or Career Conditional from HT38 or T38 positions. This is a temporary T5 promotion therefore it would require conversion to temporary T5, and this is not authorized under the VA Interchange Agreement.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In order to meet the minimum qualifications for this position, you must meet 3 of the following examples of specialized experience.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:

  • Coordinating privacy program implementation and management
  • Planning, implementing and maintaining appropriate and effective program, policies and procedures
  • Researching and analyzing records for case management
  • Scheduling and conducting periodic records management assessments on policies, procedures and work practices
  • Writing, editing, and researching information to compose thorough replies, presentations, briefings, and information papers

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Most of the work is sedentary in nature, generally involving the carrying of light items such as papers, books, files, boxes of records, and charts. There are occasions when the incumbent is expected to perform as a briefer or instructor that may require the movement and use of certain training aides such as projectors, screens, charts, and films. Personal assistance may be provided as needed
