This is a position within the Defense Personal Property Management Office (DPMO). The candidate selected for this position will become a critical part of a close-knit team enabling support to military service members and their families through a commitment to the definition of high quality software. They will apply valuable experience in agile software development and product management. The ability to work effectively with a diverse set of stakeholders in a cross-functional organization will be key to their success


As a TRAFFIC MANAGEMENT SPECIALIST at the GS-2130-12 some of your typical work assignments may include:

  • Performs as functional transportation analyst with system users, computer programmers, and analysts throughout to oversee transportation and Defense Personal Property computer systems.
  • Based on general information concerning a need or problem area within the Defense Personal Property Program, incumbent performs the following: develops the scope of the study; determines the approach and information resources to be used; conducts all coordination and analysis needed to evaluate a system concept; develops a statement of system requirements and constraints; and determines basic design characteristics.
  • Works closely with computer analysts and programmers in the development and testing of transportation systems, simulating or providing data on as many types of cases as possible in order to preclude problems during system implementation.
  • Works closely with system users to assure that their work environment and requirements are adequately understood, and that end products meet their needs as closely as possible.
  • Reviews or develops proposed changes to current systems. Resolves operating problems by developing functional alternatives such as procedural changes, or use of different automated instruments. Assures system change requests have sufficient detail, are clearly stated, are complete, and coordinates findings and recommendations with stakeholders.

Qualifications

You may qualify at the GS 12 level , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:

  • Performing as functional transportation systems analyst with users, computer programmers, and logisticians to oversee Defense Personal Property and Transportation computer systems.
  • Conducting coordination and analysis needed to evaluate a system concept; developing system requirements and constraints; and determining basic design characteristics for transportation systems.
  • Reviewing or developing proposed changes to current systems; working with systems users and developers to simulate and evaluate solutions or by developing alternatives such as procedural changes, or use of different automated instruments; coordinating findings and recommendations with Service users and assures that system change requests submitted to the office provide sufficient detail, are clearly stated, and are complete.
  • Experience with the Defense Personal Property Program and supporting transportation systems, including knowledge of the associated business rules, regulations, and requirements that drive Defense Transportation Systems development.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Agile Scrum Product Owner (or SAFe) Certification Preferred.

This is a Term appointment- NTE 24-MAR-2025, however may be extended by agency not to exceed 1 year
within the Defense Personal Property Management Office (DPMO).
