Serves as primary POC with sponsors/external entities to coordinate activities and insure compatibility with project objectives.
Identify any problems and recommend changes or alternatives to resolve encountered or anticipated issues.
Assure assigned projects meet schedule, cost and scope objectives along with technical quality meeting expectations of the customer.
Coordinate the development of project schedules, budgets, manpower needs, and milestones.
Direct the preparation of budgetary data pertaining to assigned projects.
Allocates funds to all elements of the project and assures that costs do not exceed projected allocations.
Prepares and reviews written reports, which may include technical material that is appropriate for the intended audience.
Presents project briefings to communicate facts, ideas, or status in a succinct and organized manner.
Serve as a point of contact and liaison to communciate project status, challenges, and success, with external partners, stakeholders, non-federal sponsors, and Congressional staffers.
Responsible for managing assigned projects from planning to completion.

Monitor the preparation and review a variety of technical project materials prepared by others, such as design reports and post authorization changes.
Responsible for preparation of project scopes, schedules, and budgets and closely monitoring execution of projects to ensure successful delivery.
Responsible for briefing senior leadership on status of assigned projects, facilitate decision briefs, and communicate challenges and success for project execution.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Appointment to this position may be subject to a one-year probationary period.
Temporary travel (TDY) up to approximately 15% of the time may be required.
This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work.

SPECIALIZED EXPERIENCE FOR THE GS-12: One year of specialized experience which includes 1) Coordinating actions and decisions, resolving conflicts, and settling issues AND 2) Verifying technical quality meets the expectations of the customer AND 3) Certifying assigned projects meet schedule, cost and scope objectives established through negotiations AND 4) Allocating funds to all elements of the project and assures that costs do not exceed projected allocations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
