Help
  • You will ensure preparation of complete narrative project scopes to incorporate all design parameters.
  • You will prepare job orders, statements of work, and independent government cost estimates in sufficient detail necessary for method of accomplishment.
  • You will serve as project developer of the design phase of all assigned maintenance, repair, and new construction projects accomplished through service providers.
  • You will determine practicability of maintenance and repair of existing facilities and provides alternate project sites and methods or solutions as appropriate.
  • You will provide technical expertise during negotiations with contractor to ensure costs are fair and reasonable for services rendered.
  • You will obtain and review existing as-built drawings, perform site visits, and verify existing conditions for all assigned projects.
  • You will provide pre-award technical support on negotiated contracts and projects and serve as the point of contact for modifications and supported command’s questions or problems of a technical nature.
  • You will analyze bids and make recommendations for awards, price negotiations and for changes in original specifications.
  • You will develop detailed technical and performance portions of specifications and cost estimates for contracts and task orders with assistance and guidance from senior staff as required.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving complex and diverse construction and design problems from as-built drawings and existing conditions to develop scopes of work sufficient for accomplishing the work; 2) Preparing detailed technical reports in the development of cost estimates for contracts and task orders; 3) Making recommendations to resolve problems encountered from scopes of work, referencing industry standards and codes to determine exact requirements for work; 4) Performing pre-award review of contractor proposals and technical questions as required by the command to ensure contractors are in compliance with state and federal environmental, safety and labor regulations; 5) Analyzing bids and making recommendations for awards, price negotiations, and for changes in original specifications; and 6) Performing job site visits and reviewing construction plans and specifications to ensure work conforms with the contract. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

The majority of work will be performed under field conditions requiring frequent field surveys ascending ladders to rooftops, trusses, and other semi-precarious positions with exposure to moving equipment, electrical currents, or toxic fumes. Must be capable of traversing hills, swales and rough terrain and be able to obtain a driver's license and operate sedans, pickup trucks and vans.

Work is performed in both an office setting and at work sites. Regular work may be inside or
outside in which case prolonged exposure to the weather elements is possible. Work involves traveling to contactor work sites that have moderate risks and discomforts that may require special safety precautions, e.g., working around moving parts, carts, or machines and possible exposure to loud noises, irritant chemicals and explosive materials.
