Duties

Help

  • Reviews, analyses, substantiates, and processes requests for disclosure of AFOSI information, to include all Freedom of Information Act (FOIA) and Privacy Act (PA) requests with assistance when needed on unique requests from the Initial Denial Signatory or the Staff Judge Advocated. These requests include requests for information from the public or referrals and consultations from the DOD, other Federal agencies and adjacent law enforcement agencies.
  • Exercises responsibility to keep current with new developments and recent court decisions, legislative activities, and congressional initiatives regarding release of information under the FOIA (including legal interpretation and decision) Privacy Act Laws, Civil Liberty Laws, and other pertinent laws, Executive orders and precedents pertaining to information disclosures, security and protection of information. Provides input, fact sheets, recommended changes, and suggestions regarding successful resolution of problems and situations encountered within the division and recommends policy changes regarding FOIA and PA matters.
  • Employs extensive knowledge of all AFOSI records systems, internal procedures, and investigative methodologies to determine if records requested are complete when received from other AFOSI offices. Incumbent may at times be faced with significant omissions from official record systems and must rely on knowledge, experience, and supervisor assistance to locate missing files or to justify claims that information is missing, cannot be located or that may have met if retention disposition.
  • Utilizes internal and external contacts to confer or determine and clarify requested information. Coordinates and consults with attorneys from the AFOSI Staff Judge Advocate's office (JA), HQ USAF JA offices, other federal offices, other FOIA offices, and other agencies on mutual matter of FOIA/PA policy and questions that arise during the processing of requests.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-11:

SPECIALIZED
EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Working knowledge of FOIA and PA to include the computer matching and Privacy Protection Act of 1988; recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, DOD Directives, and Secretary of the Air Force and AFOSI FOIA regulations. 2) Ability to apply legal research methods; classification and declassification procedures for DoD information within the guidelines established by the appropriate Executive Orders. Requires detail oriented analytical ability for reviewing historical and current information to determine its sensitivity.

OR
EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

GS-12:

SPECIALIZED
EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: 1) Working knowledge of FOIA and PA to include the computer matching and Privacy Protection Act of 1988; recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, DOD Directives, and Secretary of the Air Force and AFOSI FOIA regulations. 2) Ability to apply legal research methods; classification and declassification procedures for DoD information within the guidelines established by the appropriate Executive Orders. Requires detail oriented analytical ability for reviewing historical and current information to determine its sensitivity.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the Freedom of Information Act (FOIA) and Privacy Act (PA) to include the computer matching and Privacy Protection Act of 1988, recent judicial decisions affecting the FOIA and PA policy of the Department of Justice, DOD Directives, and Secretary of the Air Force and AFOSI FOIA regulations.
  2. Knowledge of the laws, regulations, and decisions applicable to FOIA and PA; skill in the application of Federal and public laws, DoD, regulatory requirements, principles, concepts and methodologies.
  3. Knowledge of electronic FOIA tools/databases/programs and software (such as Redact Xpress and eFOIA) used for document, video, and audio redactions.
  4. Skill in performing research and applying analytical and evaluative techniques for the identification, consideration, resolution of issues or problems and responding to requests concerning FOIA/PA and AFOSI records.
  5. Ability to develop new or revised policies and modify existing procedures and instructions pertaining to the administration and implementation of the FOIA and PA programs.
  6. Ability to communicate effectively, both orally and in writing. Ability to work independently and with minimal supervision and guidance and as a part of a team.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees is sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety.
