Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Reviews contractor prepared PRIMAVERA P6 construction schedules for contract compliance using PRIMAVERA P6, P6 Scheduler Analyzer modules, and current technologies. Analyzes construction project schedules in conjunction with contract modifications and contractor claims.

Help
  • Responsible for schedule review and evaluation of durations, logic, and overall schedule structure
  • Determine schedule maturity and identify potential issues that may impact project completion for all assigned construction projects.
  • Provides training in schedule review/analysis to Project Development Team (PDT) members.
  • Utilizes schedule information to identify risk activities and candidates for risk mitigation actions.
  • Validates and verifies schedule logic enabling the schedule to portray accurate status.
  • Ensures and validates the suppliers schedule change process includes clear boundaries and responsibilities.
  • Prepares reports and briefing charts for management; clearly communicating impact of the current schedule status, forecasts of delay or acceleration and identifying concerns.
  • Leads the data traces to confirm sub-tier contractor schedules are accurately networked and incorporated into the prime supplier and overall program schedule.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reviewing, evaluating, and analyzing contractor's construction schedules and time impact analysis (TIA) for projects by using the PRIMAVERA P6 software system; preparing reports to identify delays, impacts, and concerns; and recommending solutions to noncompliant and insufficient schedule work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
