Duties

Help

- Directs, manages, and supervises investigation staff and, when appropriate, investigative teams. Specifically, responsible for planning and directing the work of OIG special agents; the timeliness, quality, and factual accuracy of reports of investigation; and the coordination of referrals to the U.S. Department of Justice Offices of the United States Attorneys, the Federal Bureau of Investigation, the United States Secret Service, and other law enforcement organizations, as needed. Assigns work to staff based on priorities and difficulty of assignments. Adjusts assignments within the staff to
accommodate resource allocation decisions made at higher echelons.

- Oversees all aspects of the OIG Hotline. Reviews and evaluates complaints to determine the necessary investigative or administrative actions. Determines which. complaints to investigate, the level of investigative resources to expend, and the timing. of initiating, curtailing, or ending, investigations or major projects. When applicable, refers complaints to audit staff. In consultation with the Inspector General, refers. component tasks for the Hotline, when necessary, to others in the OIG, monitors the work and implements quality control reviews of assigned work.

- Evaluates and documents work performance of all staff. Hears and resolves complaints. Effects disciplinary measures, such as warnings and reprimands, documenting observations and recommending other actions in more serious cases. Refers unresolved grievances or more serious complaints to higher-level management. Identifies training and developmental needs of staff and provides or makes provisions for training as required by performance expectations. Coaches staff in skills development, oversees individual development activities, and provides opportunities to develop increased capabilities through a variety of projects and assignments.

- Leads and performs all aspects of investigations to produce timely reports of investigation or memoranda to management. These investigations involve extremely complex and sensitive investigations of alleged or suspected violations of civil laws and agency rules and regulations, with particular emphasis on conduct that involves fraud, waste, abuse, and government corruption. Develops investigative plans and interviews witnesses, subjects, and informants to solicit information and collect data. Distinguishes between relevant and irrelevant information or evidence. Determines and issues
appropriate subject warnings. Issues documentary subpoenas when required. Ensures confidentiality and privacy of complainants, subjects, and witnesses involved in OIG investigations.

- Advises OIG management of progress or problems related to ongoing investigations and ensures that the OIG's strategic plan, mission, vision, and values are integrated into strategies, goals, objectives, work plans, work products, and services of the Office of Investigations.

- Maintains program and administrative reference materials, project files, and relevant background documents; makes available policies, procedures, and written instructions from the supervisor; and maintains current knowledge to answer questions from team members on procedures, policies, directives, etc.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the next lower band level (PE-IIB, PA-II, PT-III, MS-I), or at least the GS-14 grade level in the Federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience planning and directing the work of OIG special agents; the timeliness, quality, and factual accuracy of reports of investigation; and the coordination of referrals to the U.S. Department of Justice Offices of the United States Attorneys, the Federal Bureau of Investigation, the United States Secret Service, and other law enforcement organizations.
