Duties

**Must possess and maintain a valid state driver's license. ** Must be able to obtain and maintain a Top-Secret security clearance.**

Duties quoted at GS-13 level; If selected at the GS-12, candidate will have non-competitive promotion potential to the GS-13.

  • Provides oversight and management of facility operations, building maintenance tasks, space management, and contract administration activities for the CPBG site locations, to include maintenance, custodial and landscaping, and client service activities.
  • Conducts inspections of the facility systems, and equipment to identify unusual situations that may require non-scheduled maintenance. Analyzes system operations and takes proactive action to address issues before they impact building or client operations.   
  • Manages and tracks all system impairment requests for elevators, fire alarms, suppression systems, heating, ventilation and air conditioning (HVAC) equipment, refrigeration units, perimeter security systems and emergency generator systems.  
  • Manages and tracks all site incidents, following procedures for timely reporting to OCSO Management. 
  • Monitors custodial and maintenance operations for efficiency and cost effectiveness. 
  • Provides oversight of contractors performing maintenance and preventative maintenance of mechanical, electrical and facility systems. 
  • Creates, revises, and executes new Standard Operating Procedures (SOPs) and Method of Procedures (MOPs) for building controls, key equipment, systems, services and scheduled outages. Reviews and ensures adequacy of SOPs and MOPs produced by facility maintenance contractors. Works with the Facility Manager to coordinate all work associated with CPBG facility projects, upgrades, emergency repairs, and replacement of equipment.
  • Creates comprehensive reports on both the technical and administrative aspects of the program for higher management levels.
  • Develops plans, schedules and coordinates day-to-day work requests, client service tasks, custodial efforts and small, facility-related projects. Works with the Facility Manager to ensure work tasks and projects are captured on the Integrated Priority List and that projects/tasks are executed in a timely manner once funding has been secured.
  • Evaluates the cost of preventative maintenance of existing equipment against the cost of replacement of aging equipment. Coordinates with the Facility Manager regarding the cost-benefit balance in consideration of mission effectiveness.
  • Develops plans to improve emergency response for critical systems, i.e., data centers, UPS and generators across CPBG facilities. Implements technology and processes that will reduce energy and water consumption, improve recycling, introduce sustainable practices, and reduce the carbon footprint of the CPBG.
  • Prepares detailed scopes of work and cost estimates for execution of facility related projects. Works with contractor staff to obtain competitive quotes, comparing each to the work scope to ensure compliance with project requirements. 

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE).

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Coordinating a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 
  • Conducting inspections of critical facility systems and evaluate areas of opportunity and improvement;
  • Supporting the management of personnel responsible for repairs and maintenance of mechanical, electrical and facility systems;

Education

In addition to meeting the specialized experience requirements for this position, applicants must meet the Individual Occupational Requirements (IOR) for the 1640 series. 

Fulfillment of the Individual Occupational Requirements is demonstrated by: 

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience : Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Special Instructions for Foreign Education

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
