As a Government Information Specialist, GS-0306-07, you will be responsible for:

• Assisting with the daily intake process and in directing FOIA/PA request processing by establishing, maintaining, and ensuring workability of procedures for logging, tracking, and monitoring cases across the Department and in the FOIA automated system; including interpreting and defining scope of requests as needed, and conducting discussions with officials within Department components to identify special problems, issues, or concerns about requests.
• Assembling and reviewing proposed FOIA release packages, keeping abreast of recent developments in the field of disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program.  
• Providing analytical and technical support for Freedom of Information Act (FOIA) and Privacy Act (PA) requests, including data entry, retrieval and analysis.   
• Providing routine information-related assistance and services to the general public. 
• Participating on periodic records management quality control reviews and compliance audits.

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high-speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-07, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-7:

One year of experience in either federal or non-federal service that is equivalent to at least a GS-05 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience briefing supervisors and peers on Freedom of Information Act requests.
2. Experience assisting with responses to the public regarding complicated Freedom of Information Act requests.
3. Experience presenting well-written analyses of Freedom of Information Act/Privacy Act requirements to ensure program compliance and highlight areas that require additional supporting documentation.

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.  Knowledge programs as well as current office projects, suspense, organization functions, and internal operating procedures required to perform FOIA/PA duties.
2.  Knowledge of the rules, regulations, public laws, and guidelines governing the FOIA programs.
3.  Knowledge of the purpose, operation, methodology, procedures, and techniques characteristic of records management functions correspondence and distribution
4.  Knowledge of the Department of Education controls, and guidance pertinent to the control of organizational records, forms, processes and procedures.

Education

You may meet the minimum qualifications of this position by meeting the following education options.

(GS-7)

One (1) full year of graduate level education

OR

superior academic achievement

OR

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

1. Eligibility and Minimum Qualifications
