Summary

You will serve as an Equal Opportunity Specialist in the Office of Civil Rights (OCR), Federal Motor Carrier Safety Administration (FMCSA).  OCR is responsible for the implementation of the affirmative employment program, including national and regional EEO plans, reports, and other matters to improve EEO program efficiency and/or eliminate identified barriers to the realization of equality of opportunity.

Duties

Help

The Equal Employment Opportunity Specialist:

  • Assists with regular internal audits, on at least an annual basis, to assess the effectiveness and efficiency of the Title VII and Rehabilitation Act programs and to ascertain whether the agency has made a good faith effort to identify and remove barriers to equality of opportunity in the workplace.
  • Assists with preparing reports generated during the audit in which findings and recommendations are provided to program officials.  As directed by supervisor, assists Senior EEO Specialist on briefing program officials as to findings of the team.
  • Assists with establishing procedures to prevent all forms of discrimination, including harassment, retaliation and failure to provide reasonable accommodation to qualified individuals with disabilities.
  • Provides assistance to field offices and State officials regarding uniform interpretation and application of equal opportunity policies, regulations, standards, directives, and procedures concerning anti-discrimination programs such as Title VII of the Civil Rights Act of 1964.

The ideal candidate should have skill in fact-finding, analysis, and problem solving sufficient to identify and define equal employment opportunity (EEO) trends and patterns, and to develop workable solutions.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 9, you must have at least one year of experience equal or equivalent to the GS-7, it must include:

  • Experience assisting with internal audits and efficiency of Title VII and rehabilitation act programs.
  • Experience preparing reports during audit findings.
  • Experience tracking and monitoring systems.

To qualify for the GS-09 on Education alone, you must have:

  • 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Problem Solving (*) - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
  • Audit Reporting - Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation).
  • Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
