Major Duties and Responsibilities

Assist the Director of NCBC fulfilling the Center's mission responsibilities in enabling the CP and biosecurity communities.

Assist the Director of NCBC in supporting the DNI in executing all aspects of the ODNI strategic objectives and NCBC's day-to-day operations.

Execute the organizational vision and operating strategy set by the Director and Deputy Director that integrates key organizational program goals, priorities, and ODNI values.

Develop strategies that maximize employee potential across NCBC, connect the organization horizontally and vertically connected to NCBC's strategic framework and foster an inclusive workplace.

Ensure employee performance plans are aligned with the organization's mission and goals, that employees receive constructive feedback and that employees are realistically appraised against clearly defined and communicated performance standards.

Ensure NCBC's enterprise management and resource needs are met through timely development and execution of the NCBC budget, ongoing recruitment and onboarding of qualified personnel, and oversee a comprehensive NCBC governance structure.

Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission.
Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Provide leadership, guidance, and oversight of staff in order to elicit, analyze, and define customer/stakeholder requirements, support development of investment plans, and ensure development of business cases spanning multiple Intelligence Community elements in order to meet stakeholder requirements.

Manage and oversee the financial and budgetary management for NCBC, and oversees execution of the NCBC budget.

Qualifications

Required

Expert-level knowledge or experience in program and project management or business administration, as well as the ability to manage complex strategic tasks and daily business operations.

Excellent organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees.

Expert-level knowledge of both the IC and ODNI budgetary requirements, personnel regulations, and resource allocation policies and procedures.

Strong strategic and tactical planning, critical thinking and analytical skills required to propose innovative solutions, advocate for outcomes and implement change with resourcefulness and creativity.

Proven ability to coordinate, network, communicate and exert influence effectively at all levels across the ODNI and the IC to achieve desired outcomes.

Excellent oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels.

Desired

Prior experience leading support service organizations.

Prior experience conducting oversight of acquisition programs.

Job Interview Travel: Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
